On a warm, clear evening at Boulevard Park, at the foot of South Hill in Bellingham WA, the parking lot is full and people line the beaches and the boardwalk to watch the sun go down over the bay.1,2 The sun has done this before. Nobody seems to mind.

From that park the neighborhood climbs toward Western Washington University. Views of the bay, the San Juan Islands and the Canadian Coast Mountains are spread across the slope, and many homes below 17th Street date to the early 1900s.3 About 56% of homes are single-family houses, a big share for a neighborhood that borders campus.4 The walk home from the water is uphill, every time.

What are the views like from South Hill?

Views of Bellingham Bay, the San Juan Islands and the Canadian Coast Mountains are spread across the neighborhood, according to the city, and residents value them highly. Mount Baker and the Olympics show up less often and are prized just as much.3 In practice the view changes house to house, sometimes room to room. On a showing, check the main rooms at different times of day and look hard at the trees between the house and the water. Trees grow. Views don't.

Where is South Hill, and how do residents get around?

Downtown is north along State Street or the South Bay Trail. The upper part of the neighborhood borders WWU. WTA has stops along State Street by Boulevard Park.1,5

What is at the bottom of the hill on the waterfront?

  • Boulevard Park, on South State Street and Bayview Drive, is listed by the city as part of the South Hill neighborhood.6 Beach, fishing dock, playground, picnic tables, grills, viewpoints and a food concession. That concession is a Woods Coffee shop just back from the shore, in case the sunset needs a latte.7,8
  • Taylor Dock and its boardwalk carry you over the water south from the park toward Fairhaven Village.6,8
  • The South Bay Trail runs from East Laurel Street downtown past Boulevard Park to Taylor Dock, about a four-mile round trip, and on toward Fairhaven. The Bellingham Herald rates the route easy because most of it is flat.1,9
  • The Sehome Hill Arboretum, about 175 acres with roughly six miles of trails, sits uphill next to WWU.10

How did South Hill develop?

The city describes two distinct areas. Below 17th Street, many homes date to the early 1900s and vary widely in size and detail. The Ridgeway area, on the highest ground south of the university, has been developed since World War II.3 Today about 3,560 people live here, by the city's estimate.4 Two eras, one hill, and a lot of retaining walls holding the peace.

Below 17th Street you find early 1900s homes in a wide range of sizes and styles. Up in Ridgeway the housing is mostly post-war. Sloped lots are the rule, so look closely at drainage, retaining walls and driveway grade. Older homes call for a careful look at foundations, wiring and sewer lines.

Single-family houses are the majority here: 952 of 1,696 homes, about 56%, in the city's November 2025 count.4 That is well above neighboring Sehome (15%) and Fairhaven (16%), and above the citywide figure of 42%. Long-time owners tend to stay put, so good view homes don't come up often. When one does, be ready.

What should buyers know before buying on South Hill?

Trade-offs and who it suits

Views and a popular park come with costs. Boulevard Park's lot is usually full on warm, sunny days, and there is a railroad crossing just before the park on the trail from downtown.1 The trail itself is often packed with walkers.9 Lots slope. The walk home from the water is a climb. And good view homes rarely come up.

Who it suits: buyers who put views and the waterfront trail at the top of the list and don't mind hills.

Market snapshot and homes for sale

Housing and population (City of Bellingham housing and population model, as of November 2025):4

  • Estimated population: 3,558
  • Total housing units: 1,696 on about 408 acres
  • Single-family homes (including ADUs): 952 (56%)
  • Middle housing (duplexes, triplexes, townhomes and similar): 290 (17%)

Schools

Lowell Elementary School, at 914 15th Street, is inside the neighborhood, and the city calls it a highly valued part of neighborhood life.3 On the district's attendance-area maps, all of South Hill falls in the Lowell Elementary, Fairhaven Middle School (110 Park Ridge Road) and Sehome High School (2700 Bill McDonald Parkway) zones.14,15 Our test addresses at 524 South State Street, 708 13th Street and 501 12th Street all came back with those three schools.

The district has a closure plan in front of the school board. In September 2026 the superintendent recommended closing Columbia and Carl Cozier elementary schools after this school year, with new boundaries from August 2027, and the board is expected to vote November 12, 2026, after public hearings on November 2 and 3.16,17 Lowell is not one of the schools the plan names, though the plan may change middle and high school feeder patterns for Sunnyland and Wade King students, some of whom now go to Fairhaven Middle and Sehome High.18 Until the board decides, treat the current maps as current, and check the house's address in the district's lookup.
